2015 Edition Test Method for Automated Numerator Recording and Automated Measure Calculation (170.315(g)(1) and (g)(2)) for Eligible Hospitals/Critical Access Hospitals
ONC published updates to the test method for the eligible hospital/critical access hospital (EH/CAH) setting for the 2015 Edition “automated numerator recording” and “automated measure calculation” (170.315(g)(1) and (g)(2)) certification criteria for Required Tests (RT) 13 and 14. RT 13 and 14 test the Promoting Interoperability (PI) opioid measures finalized in the CMS 2019 Inpatient Prospective Payment System final rule for “Query of Prescription Drug Monitoring Program” and “Verify Opioid Treatment Agreement.” The testing approach for RT 13 and 14 for EH/CAH is developer self-declaration of conformance. Note that CMS recently published FAQs for these opioid measures for the EH/CAH setting.
The EH/CAH test method for RT 15 for the “Support Electronic Referral Loops by Receiving and Incorporating Health Information” PI measure is still in draft format pending additional CMS guidance. Health IT developers will not be able to test and certify to this RT until the test method is updated.
The test method for the eligible professional/eligible clinician (EP/EC) setting for RT 13, 14, and 15 is pending additional CMS guidance. Health IT developers will not be able to test and certify to these RT until the test method is updated.
