SLI Compliance understands that electronic voting can deliver convenience to citizens, increased efficiency, and the ability to reduce fraud and improve voter participation. However, electronic voting technology must be proven secure, accurate, private, and verifiable.
We offer technical expertise to identify the specifications that voting systems must meet and recommend security tests that address the confidentiality, integrity, and availability of the voting machines per the clients’ election code, requirements or law. We understand the importance of an electronic pollbook, a voting system and/or its components being able to function in the way the client needs. The only way this can be accomplished is by having complete requirements that provide a sound basis for transparent and thorough certification testing along with checks to help ensure the requirements are complete, consistent, suitable, feasible, testable, unambiguous, normalized, unique and correct. We can provide independent, third party expertise towards the development and verification of these specifications.
SLI Compliance’s Voting System Standards Development services include:
- Identify Specifications: We review and determine a list of specifications for voting systems that meet Election Code requirements and attain certification for the client.
- Recommend Security Tests: We conduct an analysis of the Election Code and recommend appropriate security tests to be used in an examination process in accordance with the client’s election requirements.
- Develop a Statement of Requirements: Once tests are determined, we develop a statement of requirements in compliance with the Election Code for a voting system examiner to use.
Pennsylvania Department of State, Development of Voting Security Test Standards
SLI Compliance was contracted to provide the development of testing standards, including security requirements, for the examination and/or re-examination of voting systems pursuant to the specific sections of the Pennsylvania Election Code.
SLI Compliance Security Specialists provided research and development of security standard recommendations for the State of Pennsylvania including mapping VVSG, industry best practices (ISO, IEEE, NIST) and security standards (NIST 800-53) to the Pennsylvania state election code.
Our team provided technical expertise to create specifications and expected test results that were understandable, repeatable, and transparent. The security test standards included examination of voting system architecture, software and operating system configuration, and a physical examination of the hardware.
We provided a voting test method framework that the Commonwealth could use to perform independent evaluation and penetration testing of election systems for their statewide elections, including defining a risk assessment plan, penetration testing guidelines and methodology.
Virginia Department of Elections (ELECT), Development of Testing Case Studies & Testing Standards for Voting Systems and Electronic Pollbooks
SLI Compliance was contracted to develop test cases against the Virginia Voting System Certification Standards and Electronic Pollbook (EPB) Certification Standards to be used for certification testing of voting systems and electronic pollbooks. The SLI Compliance VSTL team developed test cases based on standards using the statutory requirements and test assertions within. The test cases were leveraged by SLI Compliance to assist the Commonwealth of Virginia with State certification testing to help ensure conformity with Virginia election laws relating to the acquisition and use of Voting Systems and EPB systems.
